Mr. Li Jinhua was born in July 1943 in Rudong County, Jiangsu Province. He graduated and also attended the postgraduate course with a diploma from the Central University of Finance and Economics, majoring in Finance and later obtained the title of senior auditor.

He joined the Communist Party of China in June 1965 and in September 1966, he became a teacher of Northwest Institute of Finance and Economics.

From 1971 onward, he was appointed to different posts in No. 572 Factory directly under the Minister of Aviation Industry, consecutively as an Accountant, Head of Finance Division, full-time Vice-Secretary of Workshop Party Branch and Deputy Chief of the Political Department.

In 1980, he was promoted to First Vice-Secretary and two years later, to the director of the same factory and member of the Shaanxi Provincial Party Committee.

From May to August of 1985, he assumed the posts of the Director General of the Economic and Trade Bureau of Shaanxi Province and Secretary of its Party Leading Group.

From 1985 to 1997, he held the posts of Deputy Auditor General and member of Party Leading group of the National Audit Office of China (CNAO).

In 1997, he was promoted to Vice-Secretary of the Party leading group and held the post of Deputy Auditor General as well.

Since March 1998, he was appointed as Auditor General of the CNAO and Secretary of CNAO's Party leading group. He was elected as a member of the 14th Session of Central Commission for Discipline Inspection and member of the 15th Session of Central Committee of the Communist Party of China.
