The Department of Personnel and Education handles routine affairs in areas of institutional establishment and personnel management, payroll and welfare, examination and appraisal for professional qualification and titles of staff of CNAO headquarters, resident audit offices in other central government departments, CNAO's regional offices and its direct subordinate undertakings in Beijing. It shall also cooperate with local governments in the management of chief executives of audit institutions at the provincial level. It shall organize and give guidance to education and training courses and ethics education in the audit profession.
